Dear RTA Members and all others interested,

The California Department of Resources Recycling and Recovery (CalRecycle) invites you to attend a workshop to discuss retread tire issues and solicit stakeholder input regarding possible tasks for a proposed contract to increase the use of retread tires in California. 

The workshop will be held on December 18, 2019 from 9:30 am to 11:30 am in the Sierra Hearing Room at the CalEPA Headquarters Building, Sacramento.  The Workshop Agenda is attached.

Stakeholders may ask questions and provide comments before, during and after the workshop by sending an email to Grants@CalRecycle.ca.gov. 
Please include "Retread" in the subject line.
 
The intent of the workshop is three-fold:

Educate those in state and local government about the benefits/impacts of using retreads.  Some government sector participants may be in the position to either direct the use of retreads and/or be involved in future state/local policies related to retreads.

Provide information for retread facility operators that could reduce their cost of goods sold with financing for new (improved efficiency) equipment as well as equipment and employment tax credits and incentives.

Solicit stakeholder input regarding the possible tasks for the proposed contract.  Specifically, do the proposed tasks make sense, what should be changed, added, removed, etc.?

The possible tasks for the proposed contract include:

Develop applicable lists, surveys, educational and presentation materials. 

Coordinate and present to state agencies, local governments and appropriate trucking businesses.  This is a key task to increase the use of retread tires in California.

Survey state and local government fleet operators and review other available information regarding passenger tires used and identify barriers, solutions and costs related to using retread passenger tires. Various state and local government entities have inquired regarding the viability of using retread passenger tires.  Depending on the results of the activities outlined in this contract, state and local governments may pursue retread passenger tires or refocus their efforts to use retread truck tires.

Review available literature related to retread tires and summarize the requirements and attributes necessary for a tire to be retread.  This task will provide necessary information to business and government policy and decision makers.

Review available literature and summarize the economic, environmental, and societal impacts of retreading in California currently and estimate the impacts if there were a ten percent increase in retreading.  This will provide quantifiable impacts of retread tire use that will assist business and government policy and decision makers.

Publish a summary of the contract activity and present the findings at a workshop or meeting.
