would like us to share this note that they are circulating,

concerning imported retreaded truck tires.

We would like to hear your comments about this situation.

We at RTA recently sent out a memo concerning this and we are still compiling your responses.

SUBJECT: Possible Lack of Taxes Paid on Imported Retreaded Highway Truck Tires - Let Us Hear From you
 
It has been brought to our attention that there is concern among the retread community that highway type retreaded truck tires are presently being imported and then sold in the U.S. and possibly avoiding federal excise taxes which they are required to pay upon entry into the country.

This would be putting honest retreaders at a competitive disadvantage. Several years ago, TIA worked with the IRS and secured a number of revenue rulings clarifying the importation of used casings to be used in the retreading process tax free and tires that were retreaded in other countries and imported into the United States for road use are taxable.

We have brought this to the attention of the IRS and they are willing to investigate further if we can show specific cases, potential violations, and documentation. With evidence or proof that the tax is not being paid on imported retreads IRS will investigate further.

We are asking those in the industry to contact us if they are aware of any possible illegal practices have concrete evidence to support such claims.
